See your TANCET normalised score MBA is pretty low to be honest and you being from the Open Category doesn't help the case. You won't be able to get the top colleges but you definitely can get colleges for sure. These are some colleges you can get :

As you might be knowing for Mtech/ME admission through GATE and TANCET entry takes place through the counselling procedure named TANCA counselling. The Application form deadline ended on 10th of August if i am not wrong. The tentative dates should be somewhere in the 4th week of August. So stay tuned.

     8190- 9903

So, according to your wbjee rank, your chances of getting a seat there is almost nil.

So, I will suggest you to try for some other colleges.

nna University will conduct the Tamil Nadu Common Entrance Test, also known as TANCET 2019 on behalf of the Government of Tamil Nadu. 

Yes, they can. Anna university has a special reservation for other state students and conducts counselling for them on a separate date. There are not many people coming from another state to get educated in Anna university so, it would be easy for them to get in.

Other states, there is a separate quota and Counselling.

Hi candidate! Congratulations for the rank in Tancet exam. One getting a rank beyond 3000 can expect Catergory 'F' grade colleges which are some private colleges. But it's my personal opinion not to opt this colleges as they doesn't offer much good courses. Hope this helps!
