There might be some technical glitch. You might have got an message why you are not able to login.

There might be chances that one you have applied you can't open the page. There might be some rules kept by them.

There is some issue in server so just try to login again n again in a regular interval. try it for 3-4 times. If you still can't login then contact to the board and inform them the same.

There are only few colleges that provide the course of BA(H) in English in IPU and due to this very fact there is a small intake of students. Since you are an outside Delhi candidate with no reservation at all it is very difficult to make a cut at your rank. Still you can give it a shot as you never know sometimes there are vacant seats in the spot round.
