There is no such thing like that. Instead the localites of AP will be given more preference over you and it is the vice-versa case for them when they write the Telangana Eamcet.

From last two years acpm dhule was bann due to less beds available so can't​ say but if your all India rank is  about 61000 than surely you will get it

Its kind of unpredictable.Predicting anything for Jee Advance exam is worthless and if anyone is answering exactly to your question that means he's fooling you. So according to me you should focus further.
