The admission session is already over for 2017 but if you want to give a last try then you can try at institute level by contacting or visiting the college/universities in person.

As this is going to happen for the first time when NEET score is considered for veterinary courses so this is quite tough to provide any marks/range range but as per your above said score chances should be there to get admission in decent colleges.
As per Gate 2016-2017 cut off, the maximum marks were 54, the minimum were 16.67 and the average marks were 27.62. So roughly you will have to get more than 45 so that you can get admission in decent NIT/IIT.
There is no such percentage criteria if you want to go for M.Tech through Gate but yes, if your aim is to get recruited in PSUs then some would be asking for 60% whereas PSUs like CEL would ask for 65% so basically it varies PSU to PSU. To check
