Though regular learning has more value then distance learning but since you have choosen this option,  different colleges charge different fee depending upon their fee sturcture.If you are looking for low fess structure you should prefer government colleges like  Anna University while private universities like NMIMS or Symbiosis

You haven't mention the name of the University in which you're studying, I assume it to be IGNOU. If yes, you can change your centre in any year. And, coming to choice of centre while giving exam, you can choose your preferred one at the time of filing your

Doing a graduation from distance mode is no problem for applying to CDS provided the university or college you are doing it from is affiliated and recognized. Provided you clear all the eligibility criteria provided by CDS like age and stream, it won't matter if it is done by distance

Yes you are eligible to write the IAS exam. the degree with 65% marks from any of the government recognised university is all enough for you to go for the exam.
