Yes, You will be eligible to apply for CLAT. As per the eligibility you should have minimum 45% in class 12th as a general category to apply for the exam. You can check the further eligibility with the given below link.

Mostly eligibility criteria for PhD differs depending on the course and the university 

GATE is neccessary component for the same andyou cannot proceed without it

but there may be other requirements for the same 

which are specific per college

there are two options, either you prepare on your own as JAM requires knowledge of B.Sc. maths as well or you should prepare for integrated Ph.D. and M.Tech. only.
