The eligibility criteria was admission in JGLS is that you must have cleared 10+2 & LSAT—India examination or equivalent with not less than 45% aggregate marks. It does not matter when you've completed your 12th as there is no criteria regarding the age mentioned.

Your Diploma percentage is very less to get direct admission in second year of engineering. So you need to appear in entrance test of the respective institute to get admission.
