Hello there yes you are eligible for opting M.sc. biochemistry if you have done bsc. In biotechnology. though you may have to face some struggle to cope with the chemistry as in bec. Biotechnology we only dealt with little part it. But don't worry you will cope up with it

You have 66.5% in  total so you may get an admission. But it may be or may not be as government colleges have varying eligibility criterias.

According to new norms you need to secure at least 75% in class 12th in order to be qualified for JEE MAIN examination.
Since you have scored 65%, then you are not qualified.
But here is one thing you can necessarily do, that is you can give improvement exam

Yes you'll be eligible for NEET. According to the guidelines, a candidate must secure minimum 50% marks (GEN), 40%marks (SC/ST/OBC), 45% marks (GEN PH) & 40% marks (SC-PH/ST-PH/OBC-PH) taken together in PCB subjects (aggregate). And since you've scored 50.667, you'll be eligible.
