You can apply in Karnataka counselling but only for those 15% All India Quota seats and not for those 85% state quota seats. You have to apply through All India Counselling.

I think the marks secured by you is very low. You will not get any college in All India Quota seat including CMC  Vellore. As you have not mentioned your state, you can try for your respective state counselling.
