I m from uttar pradesh and I hav scored 414 marks in neet 2019. Can I apply for karnataka counseling as well as for UP counseling

You can apply in Karnataka counselling but only for those 15% All India Quota seats and not for those 85% state quota seats. You have to apply through All India Counselling.
Since, you are from Uttar Pradesh you can apply for those 85% state quota seats here.
