According to me Almas you can participate in councilling but not in state councilling of Andrapradesh
because now there are two different state and you will not get state quota of telngana in Andra pradesh you get All India Quota in Andra pradesh.

For NEET Counselling You Need to Register On MCC Website,only there is no any other Site for NEET Counselling,Other than MCC,you just need to register yourself and fill-up the all required detail and then it will be done,you will get seat after AIQ Round 1 and Round 2.
