Yes you can get security deposit back in deemed universities as far as i know. But you should check once with the official site of the deemed university because its better to double check as it is the matter of money.

You have less chances of getting a medical seat in karnataka under All india quota and obc category with 397 marks.If we estimate last year's cutoff for obc category in all india quota ,in colleges like Employee State Insurance Corporation Medical College, 500 marks was the approx cutoff.
