As far as state rules are concerned, no one is allowed to attend the counselling for government quota seats for any state other than their respective states.
You are also allowed to attend the counselling of your state only but can't attend the counselling for government quota seats
Dear Sabir, the form for medical fitness certificate is generated by the respective state authorities and you need to get filled it by any govt/private doc who has valid licence of practicing medicine and has his own stamp.
Any doctor who has equivalent degree to MBBS like BDS is also
