You are eligible for jee mains 2018, 2019, 2020

And jee advanced 2018, 2019 only

So it seems that you are eligible for jee mains 2020.

Sorry to say, you are not eligible for neither jee mains nor jee advanced.  Because the year of appearing is counted from the year when you were supossed to give board exam that is 2017. So you were eligible for jee mains 2017, 2018 and 2019 only and

There is no problem with fee reimburment because has it is government College so you will get your fee remiburment if your income is less then 1lakh per annum for oc and bc and for SC and st 2lakh per annum then you will be eligible for fee remiburment
