As you mentioned that you didn't for NEET UG counselling in this case it is difficult to get any government college..
as there are a lot of application of studen and .. they allow only registered candidate to get counselling and to get admission there...

Both class 12th and 11th biology is equally important and you have to prepare both of them . May be you are not good with class 11th biology but it is important. Firstly try to read whole ncert , all the chapters are very interesting. Maximum syllabus
