            To apply for Central Pool Quota, you've to appear for NEET 2019 counseling organized by Medical Counseling Committee a.k.a MCC. But for applying through Home State Quota, you've to appear in West Bengal MBBS Counselling. The procedures are different. As for JIPMER, the chances are very high but for Karaikal as per 2018's cut off rank details, the opening and closing rank for SC was 13 - 53 for Puducherry and 59 - 318 for Karaikal campuses.

Well according to last year's cutoff you need to score a minimum of 540 marks to get into a government medical college in Karnataka via all India quota counselling. 

And that you are mentioning you belong to andhra pradesh you might have a domicile certificate of andhra pradesh
