Karnataka examinations authority will release Neet state rank very soon . Kea has asked Neet examinations details to every student. Now kea is verifying details submitted by students . Once the verification is done , neet state rank will be announced.

You can participate in state quota counselling without participating in all India quota . All India quota is having 15 percent seats in India where as state quota is having 85 percent seats . You can only participate in state quota counselling.

Well according to last year's cutoff you may get a government college via All India quota counselling but not very certainly. You might have to keep a lot of patience and wait till the last round of counseling.
