The relaxation is just made for all JEE examinations. That means the relaxations have been made for NITs,IIITs and even IITs. The only criteria to apply for would be to pass +12 from a recognized board (be it central or state) along with qualifying JEE Mains.
The eligibility of the program is qualifying the Bachelors degree in B.Sc with subjects of Chemistry and Zoology with an aggregate of 40% marks and above. PGDMLT is a two year duration course. It is a course that teaches you about health profession that is related to diagnosis, treatment, and prevention of diseases.
Shashi, you haven't mentioned any college or entrance examination in particular. But in general, to be eligible for studying B.Tech, you should have completed your 12th with Physics, Chemistry and Mathematics as your core subjects. Instead of Chemistry, you can have any vocational subject. Students studying and preparing for their 12th exams also can study B.Tech. Now the basic eligibility criteria like the minimum age and subjects remain the same but the minimum aggregate that you need will be different for each entrance examination.

BMS is a self-financed course that usually has higher cut offs in most colleges. The basic criteria for applying is passing the HSC examination with a minimum of 45% for general category. The third merit list for BMS in Sydenham College of economics in mumbai for Commerce students ended on 85.69% and for those from the Science stream, the general category merit list ended on 65.07%
