you can appear in neet exam as many times you want. in recent notofication the age limit for attemping neet exam is removed. the eligibility criteria is you must be atleast 17 years of age while attempting neet. you should pass 10+2 with physics , chemistry and biology.

As per your question, i would tell that the seats remaining vacant after 1st two rounds are filled up in mop up round. There is no fixed seat in mop up round. It varies evrry year.

Yes you can, but it also depends on your college's rules and regulations. You can talk to the concerned authorities and then fill the form for NEET 2020.
I suppose you can even study BA along with NEET preparation, that will help you get an extra degree.
