I am sorry to tell you that with a score of 155 in NEET UG 2019, I don't think you will be able to get any government or private college even in IP quota of ESIC. I advice you to drop a year and appear for the examination
Yes, in order to give the JEE, the qualification criteria is the clearance of the class 12 with atleast 5 subjects and the candidate should be more than 17 years old. The candidate appearing in the JEE 2020 must have passed the class 12 in 2018 or 2019 or 2020
