No, you cannot apply for round-2 if you haven't participated in round-1 for Karnataka NEET UG Counselling 2019.
One should satisfy any one of the three condition given below to be eligible for round-2:
1. who have made the payment in 1st round
2. who are not satisfied with allotted seat in 1st round
3. who have not been allotted to any seat in 1st round
