The students who didn't get a seat in previous rounds are given seats in this round. 

So till the mop up round is over nothing can be said.

Yes you are now eligible for both AIIMS and NEET. But both the counsellings have already started and nearing to an end.NEET All India Quota counselling(second round) is already over. In some state the second round of state quota counselling is also over. It will be better

You might have chances through state quota in U.P. as the previous year cut off shows that AIR 101029 and neet marks 372 for Government Medical College, Jalaun and it was lowest among all other colleges.

If you didn't want to take admission in your alloted college then its not at all necessary to visit there for cancellation because if a candidate doesn't go to the particular college after allotment then there seat gets cancelled by itself.

Also, for 2bd round of neet counselling

Dont worry ,it is not necessary that you will have to apply for JEE OR NEET etc to study your line of interest.There are many colleges that conduct their own examination at an easier level and  provide you with quality placement and unbeatable placements. you can undoubtely apply for them.One
