Yes you are eligible for WEBJEE, you should have given your 12th boards exam and should have passed in every subject, there is no upper limit on WEBJEE.
you also should have an aggregate of 45% in PCM

The minimum age required by the candidate to be eligibile for WBJEE 2019 is 17 years as on December 31, 2019. The candidate should have been born on or before December 31, 2002. There is no upper limit for B.Tech programmes except for Marine Engineering where the upper age limit is 25 years as on December 31, 2019.
