Yes, the one lakh rupees is the registration fee for private medical colleges and for government colleges, its ten thousand rupees for general and half for SC/ST/OBC/MBC candidates i.e. Rs.5000.

Dear Aspirant

Yes, you can leave the allotted college from round-2 in Online All India Quota or Deemed/Central Universities UG Counseling-2019 but you'll have to exit with Forfeiture (loosing) of security fees within 2 days of publishing of round-2 result.
