Hello,
As you mentioned with BC A category and 395 marks, your chances of getting a decent government college  through state quota(85%) or All India Quota are negligible.
However you might get some good private medical college in your state through state quota.

Neet exam 's biology questions mostly come from ncert books, so study ncert books carefully and with understanding each and every word's meaning too. 

About 70 questions out of 90 comes from ncert books of biology.

    If we go by last year cut offs so there are moderate chances that u may get a MBBS seat.
I dont know from which state u r but if u r from Maharashtra then I guess u may get it in second round for State quota .

In 2018, the admission cut-offs for government medical colleges in Karnataka was 364 and 512 for UR candidates under 85 percent state quota. If the same trend continues this year too, the candidate has a fair chance to get a seat in a government medical college
