Usually the opening marks for bds under state quota stay 450+ so you have the chances of getting it. You should participate in the counselling.

Sorry to tell you this but NEET accepts candidates up to 40% disability regarding the physical handicapped quota . 

With 89% disability , no matter how much marks you score you can not make it in a college which takes admission as per rules set by NTA
