It can be that already you have registered for the 1st round then you are as it is eligible for taking part in second round you just have to do a new choices of colleges.
That's why it can be it is not taking your registration for second round.
If this is not the reason then fill the counselling form with correct information.
For any other information you can ask us.
There can be many reasons for not permitting for round-2 like incorrect informartion(mistakes in roll. no or application no.) or may be you are ineligible due to non qualifying the NEET Exam.
Kindly check whether you are qualified or not and if yes, then fill the information correctly as per the admit card and application form of NEET.
