You marks are good enough to fetch you a government MBBS seat irrespective of your category. You need to be patient and attend all rounds of counselling. 

Previous years cutoffs for UP state quota were as follows-

UR - 469 marks 

OBC - 429 marks

SC - 372

For withdrawal of a seat after taking admission in medical college in NEET 2019 the candidate have to pay the full course fee .

Since you are asking about your caste certificate verification ,so as per my knowledge it must be have a signature of the SDO which you can obtain from the sub divisonal office.

As per your question, I would say that as you have got 345 marks in ap and you are from sc category then you have chances to get bds in your preffered college mentioned above . 

As from sc, you have reservations of 15% in aiq and state quota
