There is no difference between NEET score card or rank letter or result.
Though entrance exam conducted by JIPMER, uses the word rank letter which means nothing but the result. Don't get confuse by different words used. Refer only the official websites for any entrance exam for documents
The problem can be due to the deadlines of the registration has been gone. If the dead lines or the last dates for the registration is over then you will not be able to register for the counselling. This can be the reason or if the dates are not expired
