You can have a seat in second round also. If you will go with upgradation in first round. 

You have to do a new choice filing for colleges you want to have. You just have to choose the college which have cut off around your marks and rank.

If you have been alloted a seat in 1st round counselling, if your rank is good, there is a good chance of getting a better college in 2nd or further rounds. Often this may not happen

The cutoff for SC category under state quota for Tamil Nadu state in the year 2018 was 357 marks.

So, You have good chances of getting government  medical as well as dental college. Although the cut off marks keep fluctuating every year but you still have chances of

As the government medical colleges varies every year. It depends on number of student given neet exam and then qualified neet with maximum marks. 

This year maximum government colleges  had 550+ opening marks for mbbs seat and 500+ for government bds seat.
