Yes, you can definitely participate in Round 2 of NEET Counseling without any fee payment. You have to freshly choose your College preference and wait for the result. Your choice of college will be marked as null which were made in the 1st round of counseling. Good Luck.

For participating in round-2 for Online All India Quota UG Counseling-2019 due to non-allotment in any college or upgradation, you don't need to pay or register again if you have already registered or paid in round -1.
