No, the defense quota is not applicable in all India counselling for NEET. Though, there is a provision of the same quota under the state counselling of some particular states. You can only apply for thos states if you have the domicile of that particular state.

It depends on the marks obtained by other applicants. Though there are colleges in which you can get admission through your boards and the enterance exam. I would suggest that you apply to different colleges and then you can analyse according to the seats you get.

This process is not automatic you have to register yourself in the second round
