Well in the state list of neet, people who have applied from state quota that is people who have the domicile of that state are only there in state list of neet. People who are from other states are not included in it.

With 329 marks, you won't be getting any government colleges. But however, you can get seat in private colleges.
Just search for good private colleges in kerela ( i am attaching a link to it) and see what suits you. All the best.

Yes, you can always cancel your seat in whichever college or field yo have got but there are certain conditions.
