Hey no you wont be able to get any government college as the cut off for All India goes very high for general and for reserved category both.. I don't think so you will get through state quota also... Try for some private college that gives admission at low marks..

Well dear,If you don't lock the choices in NEET couselling,then you are free for making any changes or editing it in the future.So,saving the choices instead of locking them is a good option.

Also,it will automatically get locked once the choice filling period
