Let me tell you the reason, where you haven't paid the fee as every cousiling process has fee though you register is invalid , that's the reason is showing that, better you need to go for state only as you are to late

Well dear if you are talking about AIQ(All India Quota) then you can participate in the second round ,even If you have not registered for the first round.
