You have registered for AIQ but haven't paid the registration fee if I'm not wrong. Since you haven't paid the registration fee for AIQ, you won't be allowed to sit for the AIQ counseling.

Yes , definately you should apply for ALL INDIA COUNSELLING because you may get a private college or Deemed University or may be any government seat because in 2018 , the cutoff for general category for management quota seats was around 160 , so OBC surely have less
