All the colleges in Jammu and Kashmir have fully state quota seats making the cutooffs lower than other states. Score of 470 in NEET UG 2019 can secure you a seat in these colleges according to the previous year cutoff trends:

With that score and category you can only get Private Dental colleges in your state as the cutoff goes past 481 at least for MBBS in Uttarakhand.

Government seats are offered in the government medical colleges only. These colleges are completely financed either by the state or central government.
Likewise there are private colleges who are self financing but also have government in them. These are called government payment seat in NEET UG.
