Yes you can get the govt. college by going throuhg the state quota counselling. It would be easier for you to get the govt. medical college if you go through state counselling than the all india counselling. The cut off marks for the state counselling for the 85% state quota

No this is not the process. After the choice filling is complete then on the basis of colleges filled in the list by the students colleges are provided to students, first to those who scored well and are high rankers in descending order.
