Open House or spot round is a special round conducted by IPU done in order to fill in the empty seats, it is done o the main campus. As you missed to submit Rs40000 you should go for this round, the details would be notified on the website :
You cant you have to withdraw before round thrird round in order to get Rs40000 back and it would take time to get the money back in bank account but dont worry you will get better college in sliding round since in sliding round empty seats gets filled and
