Kindly check it out with the university, you will get fee waiver as far as i know.
as per my knowledge if you have registered the reporting centre for the first round and havent withdrawl the fees then you dont have to pay again you can check the official website information

Sorry but you have low chances for JCE or SJCE college of engineering.
Fee structure of SJCE college of engineering is approx 120K (1 lakh and 20 thousands)
