I have checked ipu seat allotment rules and it won't allow you to change your preferences once you lock them and the deadline is over. Now in your case I see that you are allotted your first preference but you want to change it and get another college ( which maybe at lower preference or not present at all), sorry to inform you but this is not possible.
That's because you cannot edit your preferences and since you have already got first preference there is no upgrade option to higher preference and obviously you cannot upgrade to a lower preference.
So the final conclusion is that you should not withdraw your fees just for getting a college in the lower preference and editing preference. I will recommend you to indeed enjoy in what you have got as there must be some criteria that made you to put it on higher preference.
