Well, You may be aware of the ongoing crisis in BSNL. The government has offered VRS to its existing employees. Govt has proposed for MTNL & BSNL merger too. So right now we can not expect a recruitment from their end. But definitely by the end of 2020

You have completed part-time in a B-Tech degree so you can apply for govt jobs but your degree must be recognized.Some central govt organizations can not consider a part-time degree.
