To get a diploma you have join regular courses as diploma is more of a practical course and you are thought the practical part of electronics to implement in real world.

Definitely you put you hands in video editing, video programming. In indai most of the graduates who are engineer are not doing jobs they are in some other fields and earning a lot. They do what ever their interests and they're successful in that.If you want to be a video editor you can start your career in that, it doesn't affect your degree of engineering although it's good that can get vast knowledge in other fields also.

Nalanda open university, Patna provides distance/correspondence learning education.So it is same as par time course but you don't need to attend college regularly for a period of time.You can complete your course through correspondence.So you can do your job and study simultaneously.

If you are going to continue your education then I would advise you against taking a part time job (if you are financially sound). But if you have financial needs to meet then you will have to take up a job. Instead of part time jobs try freelancing work from home jobs. It will allow you to work from the comfort of your home. Because studies and part time jobs are quite cumbersome.

You have completed part-time in a B-Tech degree so you can apply for govt jobs but your degree must be recognized.Some central govt organizations can not consider a part-time degree.

If you want to do a part-time diploma in Mechanical Engineering field in Chennai, you can opt for the PSB Polytechnic College in Chennai.It will be a course of duration four years.

If you are talking about LLB ,then NO. You can not obtain law degree through distance mode.
Also Bar council of India don't recognize law learned from distance mode and you won't get registered.
But if you want to join other diploma courses in various specialisations like MBL, human rights, IPR, etc. You can choose them from various universities providing them.
