On average it will cost you 7-8 Lakhs for Btech 4 years. If you take hostel and mess then that will be additional 30K for every year.
i don't think if you will get part time Btech as it is always full time. even you take half time you will get low scope as at all the places they look for a full timer not a part timer even for graduation. This comes only for masters not for graduation.
cutoff varies every year but rank below 7-9 k will make you eligible for any branch and if you look for specific then you have to secure atleast below 5K to take an admission for CSE or IT or ECE branch.

It depends on your industry or company you are working in. On and avg 25-30 thousand per month you can get as a fresher.
It will be a little tough to take tutions for computer science moreover you are also showing interest in part time jobs on Saturday and Sunday . I think you should not diverge so much better focus on your mechanical jod and tution.

As M.tech is a technical course you are not allowed to do it part time or correspondence from any Institute be it IIT or IIS. You have to take classes regularly with fulfil their attendance criteria.
