We do not have KCET rank cut off list for 2019. But we do have Mock Counselling list of KCET for the year 2019. Going by that a rank of 11586 secured a seat in 3 BG under CSE in National Institute of Engineering. Now this is 2019 Mock Counselling
According to 2019 Mock round Counselling of KCET, a rank of 25356 secured a seat in CS branch. We do not have the KCET 2019 Cut off list for Engineering. But this is 2019 and Mock Counselling cut off list. But since 2019, there must have been few Engineering Colleges

The NEET examination must written after your class 12th. You must have good score in your high school while completing which also plays important role during counselling.
As you know you need get good cut off rank for getting admission in government University. DGHS will release the cut off
Generally cutoffs changes every year as it depends upon various factors like difficulty level of the paper, number of students appearing for the paper, performance of the students in the exam, etc.
But in general considering previous year cutoffs then i don't think you can get any government seat as
