thanks for asking your query ,congratulations on securing such a nice marks in nata 2019 ,last year cutoff for top colleges were 78 to 54 marks for general category therefore your chances is high to get good colleges through the counselling.

For qualifying in jee advanced the minimum percentage marks in each subject for st category is 9.0 and minimum percentage of aggregate marks is 17.5. But there is no such cut off for getting cse in iits. It depends upon your percentile and ranking

Last year cut off for Msc chemistry was 254 in Bits Hyderabad.So may be in last round you will get admission as per my knowledge.

Looking upon your marks and previous years cut off I suggest you register for Karnataka Uttar Pradesh and Maharashtra. The reason being these are some of the state's with good number of government college and you can expect your chance since cut off goes low.
