Unfortunately it isn't possible if we relate with NEET 2019 cutoff marks for government colleges under 15% All India Quota seats in Round 1. You have very low chances to get any Government colleges at this rank for the time being. You can look for some Private Colleges though

sorry to disappoint you don't have a chance to get any NIT as far as my knowledge is concerned .Try for your state NIT,as you will be provided homestate quota and also try for GFTI's and some other good private institutions like IIIT Bhubaneswar,etc…..ALL THE BEST…..
