Hello aspirant,
You should score qualifying marks in NEET in order to get admission in any college throughout India.
The qualifying marks for different categories in 2019 are-
UR - 701-134 marks
OBC/SC/ST - 133-107 marks
So that makes you eligible for applying in private colleges also.

As per the ongoing rules, no private colleges or any colleges are allowed to give admission to students in medical seats without considering neet marks.
As for the private colleges(MBBS), you need to apply separately through your state counselling website as counselling is conducted through online where you need to register yourself and make necessary payments for registration and choice filling.
And as for private college for other courses beside MBBS, you don't need neet marks for admission.

No, private institutions didn't give admissions to students without considering their neet marks. To even get a seat in any private or deemed medical university tge candidate has to appears in the neet exam.
But, the plus point is that in case of private colleges if a candidate even scored just a normal and low cutoff mark in neet then also he/she will be able to get admission in these institutions under management quota easily.
