Well based on your rank i guess yes you can have a government seat under 85% state quota of NEET UG 2019. I am also attaching a link to neet 2019 cutt off for government college in west Bengal. You can go through it.
It's not always true. The fact is just that you can have three chances of writing NMAT and the duration for the exam extends to 3 months. So the tests appearing earlier are comparatively easier than the tests later. So it's always better if you take the test in October

Your daughter's reserved category rank is good enough to get a seat in government colleges for b. Arch. Try for nit suratkal, trichy, Durgapur first your daughter may easily get in nit Durgapur. You can try for sir jj college of architecture also. It is also a good college
Hello Akshay !Firstly, you had not mentioned which branch you want. So with 15700 rank you can even get VJTI Mumbai but here you can only get one branch that is Textile Technology. Then, another option is PICT, Pune but here there is some reservation for Home University, so
