For getting into Government Medical College. Even 550+ don't assure you. But as the case of your where quota is applicable a score of 450+ is safe to get Government Medical College. It can be less. But better score high for full assurity. And there is no minimum

For every exam, the counseling committee considers the general rank and gives the cut-off link in the basis of general rank only. So for example: If For OBC category the cutoff rank is written as 1000, then 1000 will be general rank and not your category rank.
